Overview

Flock is a commercial motor insurance MGA distributing telematics-based fleet insurance to courier, rental, taxi, and trades fleet operators in the United Kingdom. The company was founded in 2016 by Antton Pena and Ed Leon Klinger, originally focusing on drone insurance before transitioning its platform to commercial vehicle fleets.

Flock underwrites commercial fleet policies using proprietary AI models trained on hundreds of millions of miles of driving data. The platform integrates with telematics devices and connected vehicle systems to assess risk in real time based on driving behavior, speed, and braking patterns. Underwriting capacity is provided by Admiral Group, which completed a GBP 80 million acquisition of Flock in June 2026. Allianz provided capacity for the earlier drone insurance line.

Prior to acquisition, Flock had issued policies to over 600 commercial fleet customers including Jaguar Land Rover and Onto, Europe's largest electric car subscription company. The platform automatically updates the motor insurance database and offers financial rebates of up to 10% of premium for safe driving, with documented 10% reduction in claims frequency for participating fleets.
