Overview
Lokker is a privacy risk data platform for cyber insurance carriers and underwriting teams. It scans an organization's web properties for trackers, pixels, cookies, and consent-management failures, then turns those findings into a risk score and supporting evidence that carriers can use in underwriting workflows. The company also serves privacy, legal, and IT/security teams directly, but the underwriting-facing data product is a distinct, separately sold line of business.
The platform observes real network activity in a live browser to detect unauthorized outbound data transmission and can block it before it leaves the site, rather than only reporting on it after the fact. It also tests whether a site's consent-management tools behave as configured, checking accept, reject, and Global Privacy Control (GPC) states for gaps between what a consent tool claims to block and what it actually blocks. Findings are packaged as risk scores with reason codes and documentation intended to hold up in regulatory response (GDPR, CCPA/CPRA, HIPAA) or litigation. A Partner API lets outside platforms pull this data programmatically, which is the integration point for its insurance-industry use.
Lokker raised a Series A round in December 2020 led by Ulu Ventures, with follow-on Series A closes in 2022 and 2023 (the latter including DH Capital), plus a USD 2.55 million debt round in April 2025; third-party aggregator estimates put total funding raised at roughly USD 5.9-7.3 million. In March 2025, Lokker announced a data-sharing partnership with Bitsight that feeds its Privacy Risk Assessment Report into Bitsight's cyber insurance underwriting platform. Its research on web-tracking and consent failures at healthcare and financial-services sites has been covered by ADWEEK, Forbes, VentureBeat, DataBreachToday, CPO Magazine, and HIPAA Journal.
