Overview

The Workers' Compensation Insurance Rating Bureau of California (WCIRB) is an unincorporated, private, nonprofit association that serves as California's designated statistical agent for the workers' compensation insurance market. Operating under authority of the California Insurance Code and licensed by the State of California, the organization collects premium and loss data on every California workers' compensation insurance policy and submits advisory pure premium rate filings to the California Department of Insurance (CDI). Its work supports actuarial accuracy and regulatory oversight across the state's workers' compensation system.

The WCIRB delivers several technology-enabled programs and services to its members. WCIRB Connect is an online portal giving member insurer claims adjusters access to policy coverage information dating back to 1974, including experience modifications, risk summary reports, and inspection documents. The WCIRB AnalyticsPortal provides benchmarking reports, classification-level analytics, and data quality dashboards. CompEssentials is a self-paced online training and certification program covering California workers' compensation fundamentals, including the Uniform Statistical Reporting Plan and Experience Rating Plan.

Membership is comprised of all companies licensed to transact workers' compensation insurance in California -- over 400 member insurers as of 2026, including the State Compensation Insurance Fund (SCIF). Governance is led by a Governing Committee of seven private insurer representatives elected by the membership, SCIF, and four public members appointed by the Insurance Commissioner. The organization is funded entirely through membership fees, premium assessments, and service fees -- no public funds are used.
