Overview

The National Insurance Crime Bureau (NICB) is a U.S.-based non-profit trade organization, structured as a 501(c)(4) civic league, focused on combating insurance fraud and vehicle theft on behalf of the property and casualty insurance industry. It serves more than 1,200 member insurance companies and self-insured organizations, which fund the organization through membership assessments.

NICB was formed in 1992 through the merger of the National Automobile Theft Bureau (NATB) -- founded in 1912 -- and the Insurance Crime Prevention Institute (ICPI). Its programs span three operational pillars: Intelligence, Analytics and Operations; Education and Crime Prevention; and Strategy, Policy and Advocacy. Special agents, many with law enforcement backgrounds, work alongside federal, state, and local agencies to investigate insurance crimes.

The organization operates nationally with approximately 382 employees as of early 2026 and annual revenues of approximately USD 68 million (2024). NICB is governed by a Board of Governors elected by member companies; Nicholas Seminara was elected Board Chair in November 2025.
