Overview
BestDoctor is a Russian corporate health insurtech company that pioneered voluntary medical insurance (VHI) delivered through a technology platform. Founded in 2015 by CEO Mark Sanevich and COO Mikhail Belyandinov -- both graduates of Moscow State University's Faculty of Fundamental Medicine -- along with Chief Digital Officer Phillip Kuznetsov (engineer), the company reimagined corporate health benefits by replacing fixed-premium insurance pools with a usage-based model where employers pay only for medical services actually rendered to their employees.
The platform serves corporate HR and finance teams by combining insurance underwriting, a curated clinic network, telemedicine, document management, and analytics into a single interface. By 2022, BestDoctor had grown to serve approximately 280,000 insured users across 100+ corporate clients including major Russian technology and consumer companies, with access to more than 18,000 partnering clinics across Russia.
In September 2024, BestDoctor rebranded as "Rays" (Luchi in Russian) as part of a broader group consolidation that brought together BestDoctor, BestInsure, and (pending regulatory approval) Rosbank Insurance and Rosbank Life Insurance into a unified insurance platform. The bestdoctor.ru website continues to operate and the company remains active in the Russian VHI and corporate health insurance market.
